美国OSAC模式对于我国法庭科学标准化发展的借鉴

Drawing lesson from the U.S.OSAC model in developing the standardization of forensic science in China

美国法庭科学领域的标准制定工作从私人组织发展而来,标准来源较为分散,后经联邦政府的法庭科学标准化管理而趋于统一,经过了由分散走向集中的管理模式且卓有成效。其早期发展与目前我国法庭科学标准化工作所面临的不协调的现状存在一定的相似性。本文着重于介绍美国的科学领域全体委员会(OSAC)模式并分析了该标准化管理工作对于我国法庭科学标准化工作发展的启示。

The establishment of forensic science standards in the United States was originally initiated by private organizations,and the standard sources were relatively scattered.The standards were not unified until the federal government reorganized the standardization management.Such standardization management transformation from decentralization to centralization is highly effective and fruitful.The early development of the U.S.forensic science standardization is similar to the current uncoordinated forensic science standardization in China.This paper will mainly introduce the U.S.Organization of Scientific Area Committees(OSAC)model,and analyze the enlightenment of the standardization management work to the development of forensic science standardization in China.
