人工智能背景下江苏劳动力就业现状及发展对策研究

A Study on the Employment Situation and Development Countermeasures of Labor Force in Jiangsu Province in the Context of Artificial Intelligence

人工智能已经进入人们工作生活各个领域,成为新一轮产业技术变革的重要驱动力量。数据显示,近年来江苏劳动力就业总量不断增加,第一产业就业人员向第二产业和第三产业转移,城镇登记失业率总体稳定。人工智能对劳动力就业具有双重影响,既能催生新业态、增加劳动者收入、创新工作模式,又会对就业产生“破坏效应”、加剧就业结构性矛盾、拉大收入差距、使社会保障制度问题凸显。政府要抓住人工智能发展机遇,形成就业“创造效应”;加大教育和培训力度,优化就业结构;促进劳动者高质量就业,建立合理的收入分配机制;注重宣传引导,完善社会保障机制。

The development of artificial intelligence has entered a new stage,constantly penetrating into human work and life,and has become an important driving force of a new round of transformation in industrial technology.Statistics show that the total numbers of labor employment in Jiangsu Province have been increasing over the past several years,the employment in the primary industry has been transferred to the secondary and tertiary industries,and the registered urban unemployment rate has been generally stable.Artificial intelligence has a dual impact on labor employment.It can not only give rise to new industries,increase laborers’income and innovate work patterns,but also have a destructive effect on employment,aggravate structural contradictions in employment,widen income gaps,and highlight social security issues.The government should seize the opportunity of artificial intelligence development to form creation effect in employment,strengthen education and training to optimize the employment structure,promote high-quality employment and establish a reasonable income distribution mechanism,and attach great importance to publicity and guidance to improve social security mechanisms.
