非营利性民办高职院校新秩序构建及政策支持研究

A Study on the New Order Construction and Policy Support for Non-Profit Private Higher Vocational Colleges

随着经济社会发展和产业升级,新业态不断涌现,社会对技术技能型人才的需求越来越紧迫,非营利性民办高职院校的地位和作用越来越凸显。非营利性民办高职院校加强办学规范和法人结构治理,分权制衡,构建能与公办院校同频共振的新秩序,对促进学校高水平建设、高质量发展和高规格社会服务而言意义重大。政府主动靠前,细化政策并积极落实,营造良好的政策支持新环境,确保非营利性民办高职院校稳定、健康和可持续发展,是其职责所在。对两个模块的均衡把控是构建非营利性民办高职院校新秩序和形成民办职业教育新生态的前提、基础和关键环节。

With economic and social development and industrial upgrading,new industries are constantly emerging,the demand for technical and skilled talents has become more and more urgent,and the status and role of non-profit private higher vocational colleges has become more and more prominent.It is of great significance for non-profit private higher vocational colleges to strengthen their regulations of school running and governance of corporation structure,implement a mechanism of separated powers with checks and balances,and build a new order that can be in harmony with public higher vocational colleges,so as to promote their high-level construction,high-quality development and high-standard social services.It is the responsibility of the government to take the initiative to refine its policies and actively implement and create a good new environment for policy support to ensure stable,healthy and sustainable development of non-profit private higher vocational colleges.The control and balance of the two modules is the prerequisite,foundation and key link for the normalization of the new order of non-profit private higher vocational colleges and the formation of a new ecology of private vocational education.
