摘要
教育政务数据开放共享是驱动教育治理现代化的重要引擎,也是重构教育生态的重要途径。然而,当前我国教育政务数据开放共享进程仍然面临数据开放总量偏少、数据开放质量较低、平台功能较弱、运行机制不够健全等诸多难题。因此,厘清教育政务数据高质量开放与共享的影响因素,是一项亟待开展的基础性工作。文章依据TOE(技术-组织-环境)理论框架,初步构建影响因素框架,运用德尔菲法经过三轮的专家意见征询,最终确定教育政务数据开放共享影响因素框架(3个一级指标,8个二级指标,17个三级指标),并对影响因素进行了解读与分析。最后,提出促进教育政务数据开放共享的三条发展建议:融合新一代信息技术强化政务数据开放平台的功能与使用体验;提升教育行政机构信息化建设与人才队伍数据素养水平;完善教育政务数据开放共享政策体系与安全保障机制。
The open sharing of educational government data is an important engine that drives the modernization of educational governance and an important way to reconstruct the educational ecology. However, the current process of my country’s education and government data open sharing still faces many problems such as a small amount of data open, low data open quality, weak platform functions, and imperfect operating mechanisms. Therefore, clarifying what factors affect the high-quality opening and sharing of educational government data is a key issue that needs to be resolved urgently. Based on the theoretical framework of TOE(Technology-Organization-Environment), the article preliminarily builds a framework of influencing factors, and uses the Delphi method after three rounds of expert opinion consultation. Finally, the framework of influencing factors for the open sharing of education government data is determined, including 3 first-level indicators, 8 second-level indicators, and 17 third-level indicators. Finally, the article provides a detailed interpretation and analysis of the influencing factor framework, and proposes three development suggestions for the open sharing of education government data: integrating new generation information technology to strengthen the functions and user experience of the government data open platform, improving the informatization construction and development of educational administrative institutions and the data literacy level of the talent team, improving the educational government data open sharing policy system and security guarantee mechanism.
