探究俄罗斯国家研究型高等经济大学国际化发展的创新实践模式

A Study on Innovative Practice Patterns of Internationalisation of HSE University

俄罗斯国家研究型高等经济大学国际化发展始终强调开放性和全面性,倡导体制结构现代化和人才引进,同步投资基础设施与人文环境建设,维护软、硬件“兼容”的协调机制,提出标准规制创新,多向、多维开展国际合作。与此同时,该创新实践模式能够有效消除俄罗斯传统高等教育体制改革所面临的现存体制性问题,进而推动其向先进国际体系靠拢。文章剖析具体实践举措,汲取部分可用经验,旨在为我国高等教育出口和对外开放提供启示。

HSE University insists token openness and comprehensiveness in its internationalisation by advocating the modernization of institutional structure and talent introduction, by making simultaneous investment in both infrastructure and humanistic environment construction, by maintaining a coordination mechanism for the “compatibility” of software and hardware, by proposing the innovations in standards and regulations, and by encouraging multi-directional and multi-dimensional international cooperation. Meanwhile, this type of practical pattern with innovations can effectively eliminate the existing institutional problems with which the reform of the traditional Russian higher education system is faced and could further promote its approach to amore advanced international system. This paper analyzes the specific practical measures, draws on part of the available experience, aiming to provide inspiration for China’s higher education export and opening to the outside world.
