全球数字贸易竞争格局与中国数字贸易国际合作的战略选择

The Global Digital Trade Competition Pattern and the Strategic Choice of China Digital Trade International Cooperation

数字贸易已成为当代国际经济政策制定和贸易谈判新领域展开的一个关键性紧迫议题。美国、欧盟等发达经济体正通过双边贸易协定或区域贸易协定展开谈判,构建各自主导的全球数字贸易规则,全球数字贸易规则博弈更趋激烈。中国应当抓住数字贸易规则形成的关键期,积极应对数字贸易新议题带来的挑战,完善自身法律法规,并在自贸试验区、自由贸易港等对外开放高地探索对接CPTPP~((1))、DEPA~((2))等数字贸易规则,提出积极参与全球双多边数字贸易谈判的“中国方案”,把握参与全球数字贸易治理的主动权。

Digital trade has become a key and urgent issue in the new field of contemporary international economic policy making and trade negotiations. The United States, the European Union and other developed economies are negotiating through bilateral trade agreements or regional trade agreements to build their own dominant global digital trade rules, and the game of global digital trade rules is becoming more and more intense. China should seize the critical period in the formation of digital trade rules,actively respond to the challenges brought by new issues of digital trade, improve its own laws and regulations, and explore the integration of digital trade such as CPTPP and DEPA in the highlands of opening up such as pilot free trade zones and free trade ports. In addition, put forward a“Chinese Program”, which actively participate in global bilateral and multilateral digital trade negotiations, and seize the initiative to participate in global digital trade governance.
