基于镇村统筹的乡镇全域产业空间规划模式研究

Study on the Global Industrial Spatial Planning of Towns and Villages based on Town-village Coordination

近年来,乡镇逐步成为规划建设、产业发展和资本投入关注的重点地区,如何通过规划统筹实现乡镇产业有序发展是目前探讨的重要问题。从镇村统筹的视角,针对乡镇产业发展面临的镇村产业体系分化、全域空间规划失位、建设用地指标紧缺、建设管控力度不足等问题,以武汉市长轩岭街为例,规划立足于乡村与城镇产业统筹发展,对乡镇全域产业空间规划开展研究,从镇村产业体系构建、全域产业空间统筹、建设用地布局优化、建设空间规划管控等方面提出乡镇产业发展问题的规划应对思路,构建出“协同产业体系—统筹产业空间—优化用地布局—引导建设管控”全流程的产业空间规划模式,以期为当前正在推进的乡镇国土空间规划编制提供新的切入点与研究思路。

In recent years,township areas have gradually become the key areas on planning and construction,industrial development and capital investment.How to achieve the orderly development of township industries through overall planning is an important issue need to be discussed.Based on the perspective of town-village co-ordination,this paper aims at the problems faced by the development of township industries,such as the differentiation of town-village industrial system,the dislocation of global spatial planning,the shortage of construction land indicators,and the lack of construction management and control.Taking Wuhan Changxuanling as an example,based on the development of rural and urban industries,this paper researches on the overall industrial spatial planning of town-village,and puts forward the planning response to the township industries development problems from the aspects of the construction of town-village industrial system,the co-ordination of global industrial space,the optimization of construction land layout,and the control of construction spatial planning.Constructing the industrial spatial planning model of the whole process of’collaborative industrial system-coordinating industrial space-optimizing land layout-guiding construction control’,in order to provide new entry points and research ideas for the preparation of township land spatial planning.
