储改结合驱动下的镇村一体化发展模式研究

镇村高质量发展是我国城镇化从高速向内涵式发展转变的重要方面。大城市对周边镇村发展的影响和带动有助于推动城乡融合发展和镇村一体化发展。探讨大城市周边镇村通过旧改更新联动,推动小城镇可持续建设,实现镇村一体化发展。通过对广州市增城区旧村改造模式与全区更新办法分析发现:储改结合有助于破解旧村改造难题,实现多元主体共赢、更新效益提升;推动地区成片连片发展、整合优化,促进镇村高质量城市更新和城镇化高质量发展。全区镇村旧改项目强化“储改结合”,由政府主导科学划定旧村改造和土地收储范围,同步开展改造和收储工作。收储用地产生的留用地优先落地平衡旧村改造开发强度。以广州市增城区为例,探索储改结合驱动下的镇村一体化发展模式,为其他城市镇村高质量发展提供宝贵的经验。

The high-quality development of towns and villages is essential to China’s urbanization from a high-speed to a connotative development mode.The influence of megacities on the development of surrounding towns and villages is conducive to promoting the integration development between urban and rural areas and between towns and villages.We explore the way to promote the sustainable construction of small towns and realize the integrated development of towns and villages through the linkage of renovation and renewal.Through the analysis of the old village reconstruction mode and the renewal method of the whole district in Zengcheng district,Guangzhou,the findings show the combination of storage and reconstruction is helpful to solve the problems of old village reconstruction,realize the win-win situation of multiple subjects,and improve the renewal benefit.We will need to promote regional coordinated and integrated development,high-quality regeneration,and high-quality urbanization in towns and vil ages.The reconstruction project of old towns and villages in the whole area strengthened the"combination of reservation and reconstruction."Within the government-led recognition of the boundaries of old villages,land acquisition and storage were carried out simultaneously.The reserved land generated by land acquisition and storage shall be prioritized to balance the intensity of old vil age reconstruction and development.Taking Zengcheng district of Guangzhou as an example,this paper explores the integrated development mode of towns and villages driven by the combination of land storage and transformation,which provides valuable experience for the high-quality development of towns and villages in other cities.
