摘要
为判断既有工业区功能提升与改造的经济、社会与环境效益,开展其改造评价研究。运用层次分析法、归纳统计法与群决策方法,探讨了佛山市既有工业区功能提升与改造评价对象、范围、建构原则与思路过程。提出了既有工业区全面性、特色性、导向性和可度量性的评价指标遴选原则,确定了评价基本项、特色项和引导项的评价指标选项构成,形成了既有工业区功能提升与改造评价选项数据库。建立了既有工业区功能提升与改造评价体系构架,包含产业功能、生态环境、资源利用、交通系统、公共设施和技术性能6个一级指标,以及产业业态、功能布局等18项二级指标,通过定性与定量相结合的方法,科学确定一级、二级指标权重,并检验其一致性。
The study on evaluation index system for functional upgrading and transformation of existing industrial zones in Foshan city was carried out,in order to judge the economic benefits,social benefits and environmental benefits of them.Analytic hierarchy process(AHP),inductive statistics and group decision making were used in the study.The evaluation object,scope,construction principle and thinking process of the evaluation index system were discussed.The selection principles of comprehensive,characteristic,measurable and guiding evaluation indexes for existing industrial zones were put forward.The evaluation index options were determined,including basic items,characteristic items and guiding items.A database of evaluation options for functional upgrading and transformation of existing industrial zones was formed.Then the evaluation system framework was established.It was organized by six first-level indicators,including industrial function,ecological environment,resource utilization,transportation system,public facilities and technology.And 18 secondlevel indicators were formulated such as Industrial format and functional layout.By combining qualitative and quantitative methods,the weights of primary and secondary indicators were scientifically determined and checked for consistency.
