基于可拓学的危化品仓储企业突发事件应急能力评价模型研究

Research on evaluation model of emergency response ability of hazardous chemical storage enterprises based on Extenics

从事前监测预警能力、事中应对能力、事后恢复重建能力、政府及外部资源应急支撑能力等四个方面出发,构建危化品仓储企业突发事件应急能力评价指标体系,结合可拓学基本理论构建危化品仓储企业突发事件应急能力评价模型。将传统层次分析法判断矩阵进行转换,并计算各级影响因素的权重,得到危化品仓储企业突发事件应急能力等级为“较强”。实例分析证明该方法能够较好的评价危化品仓储企业突发事件应急能力等级。

from the four aspects of pre monitoring and early warning ability,in-process response abili-ty,post recovery and reconstruction ability and emergency support ability of government and external re-sources,this paper constructs the evaluation index system of emergency response ability of hazardous chemical storage enterprises,and constructs the evaluation model of emergency response ability of hazard-ous chemical storage enterprises combined with the basic theory of Extenics.The traditional analytic hier-archy process judgment matrix is transformed,and the weight of influencing factors at all levels is calcu-lated.It is obtained that the emergency response capacity of hazardous chemicals storage enterprises is"strong".The case analysis shows that this method can better evaluate the emergency response ability level of hazardous chemical storage enterprises.
