谭钧培治滇思想探析

A Study of Tanjunpei’s Thought of Governing Yunnan

光绪年间,调谭钧培出任云南巡抚治滇八年,秉持“滇民则当思休养之,滇士则当思教育之,滇军则当思整肃之,滇吏则当思激扬之”的治理思想,在军事上外防侵略,内平祸乱;政治上整顿吏治,选贤任能;经济上使民休养生息,轻徭薄赋,开发矿业,发展外贸;文化上改革教育制度,培养治世人才。经过多年努力,云南边疆危机趋于缓和,民族关系得到改善,社会经济逐渐复苏。

In the Emperor Guangxu period, Tan Junpei was appointed governor of Yunnan. In the eight years of his reign in Yunnan, Tan Junpei adhered to the view of governance, “the people of Yunnan should think about recuperation, the intellectuals of Yunnan should think about education, the army of Yunnan should think about rectification, and the officials of Yunnan should have inspirations”. He prevented aggression from outside and calmed down disasters and chaos from inside. In the political aspect, he made great efforts to rectify the administration of officials and select talents;in the aspect of economy, he let the people recuperate, imposed light taxation, developed mining industry and promoted foreign trade;in the aspect of culture, he reformed the education system and trained the talents for good governance. After years of efforts, the border crisis in Yunnan tended to ease, ethnic relations improved, and social economy gradually recovered.
