高校继续教育治理机制:英美国家经验与中国路径选择 被引量:7

摘要 为借鉴参考国外高校继续教育的先进治理经验,采用文献研究方法,总结和梳理研究英美两个国家高校继续教育治理体系和治理机制的发展经验。研究发现,英国和美国两个国家的继续教育具有较长的办学历史,积累了丰富的治理经验,形成了自身独特的治理体系和治理机制。从历史发展的视角来看,主要经验体现在:制定法律政策强化顶层设计、根据发展需要完善治理体系、动态优化多元成本分摊机制、强化高校主体面向市场自主办学、发挥行业组织作为第三方质量监督作用。从中得到的启示是:我国高校继续教育治理要结合自身特点,要建立以终身教育法为核心的政策体系、构建并完善中国特色的继续教育治理体系、构建多元化的成本分摊机制、推动高校面向市场自主办学、充分发挥行业组织的质量保障机制等,从而推动服务于全民终身学习体系建设。 In order to learn from the advanced governance experience of the continuing education in foreign universities,by literature research this paper summarizes and sorts out the development experience of the governance system and governance mechanism of continuing education in British and American universities.It is found that the continuing education in Britain and the United States has a long history,accumulated rich governance experience,and have formed their own unique governance system and mechanism.From the perspective of historical development,the experience of continuing education in colleges and universities in Britain and the United States is mainly reflected in formulating laws and policies,strengthening top-level design,improving governance system according to development needs,dynamic optimization of multiple cost sharing mechanism,strengthening market-oriented independent running of colleges and universities,and playing the role of third-party quality supervision and guarantee of industry organizations.The enlightenment is that the governance of continuing education in colleges and universities in China should be based on their own characteristics and build the governance mechanism of continuing education of colleges and universities in China from the perspective of reference and absorption.It is necessary to establish a policy system with the lifelong education law as the core,build and improve the governance system with Chinese characteristics,build a diversified cost sharing mechanism,and promote colleges and universities to run their own schools with market-oriented operation mechanism and play the role of quality assurance system of industry organizations,so as to promote colleges and universities to serve the construction of lifelong learning system for the whole people.
