政府采购需求管理助推乡村产业振兴的实践与思考

Practices and Thinkings on Demand Management in Government Procurement to Vitalize Rural Industries

2022年政府工作报告提出,支持脱贫地区发展特色产业,促进脱贫人口持续增收。为进一步巩固拓展脱贫攻坚成果同乡村产业振兴有效衔接,近年来我国先后出台了多项文件,其中鼓励政府采购脱贫地区农副产品是我国助推乡村产业振兴发展的重要举措。在国家政策引导下,采用完善采购需求管理的方式助推乡村产业振兴日益被重视,如地方各级政府出台采购需求管理政策、明确采购需求确定机制、借助销售平台促进需求实现、需求管理撬动多领域形成合力及建立监督评价机制确保政策效果。但当前实践中仍存在地方相关政策不足、需求确定不够科学、扶贫平台未充分发挥采购需求引导功能、发力领域不够精准、监督评价机制仍需完善等问题。因此,结合我国基本国情,夯实法律基础,科学确定采购需求与发力领域,强化监督和绩效管理是促进采购需求管理助推乡村产业振兴的应有之义。

The Report on the Work of the Government in 2022, proposed to support the development of special industries in areas lifted out of poverty, and promote sustainable income growth of the people lifted out of poverty.In order to further consolidate the results of poverty elimination, dovetail new measures with rural revitalization, China has issued a number of policy documents in recent years, among which encouraging government procurement of agricultural and sideline products in areas lifted out of poverty is an important initiative to vitalize rural industries. Under the guidance of the policies, perfecting procurement demand management system to vitalize rural industries has been increasingly emphasized. For example, procurement demand management policies were introduced, procurement demand determination mechanism was clarified, the promotion of demand was realized with the help of sales platform, demand management formed a synergy in multi-disciplines, and the establishment of supervision and evaluation mechanism ensured the policies more effective. At present, China’s procurement demand management still has problems in the implementation of policies, such as insufficient local policies, non-clarified demand determination, sales platforms not giving full play to its functions, and supervision and evaluation mechanisms still need to be improved. Therefore, taking into account China’s basic national conditions, consolidating the legal foundation, scientifically determining procurement needs, and strengthening supervision and performance management are the things to do to vitalize rural industries from the perspective of demand management in government procurement.
