清迈倡议多边机制面临的挑战与机遇

Challenges and Opportunities for the Chiang Mai Initiative Multilateralisation

在过去多年间,清迈倡议多边机制在资金规模和能力建设方面取得了很大的进展,然而由于诸多原因,该机制从建立至今尚未被成员国启用,新冠肺炎疫情暴发更是凸显了该机制存在的局限性。在区域经济、金融一体化不断加深等有利因素支持下,作为亚洲区域金融危机救助的重要合作机制,清迈倡议多边机制理应发挥更大的作用,更加有效地发挥区域金融安全网的职能。

Over the past years, the Chiang Mai Initiative Multilateralisation(CMIM) has made considerable achievements with enlarged funding size and capacity building. However, the CMIM has not been activated by its members since its inception. The COVID-19 also highlighted the limitations of the CMIM. With the support of favorable factors such as the deepening of regional economic and financial integration, the CMIM as an important regional cooperative mechanism could play a greater role to prevent financial crisis and function as regional financial safety net more effectively.
