北京市实施农药经营许可制度的实践与思考

Practice and Consideration of the Implementation of Pesticide Business License System in Beijing

近年来,在农业农村部等有关部门的统筹部署下,各级农药管理部门真抓实干,全面实施检打联动,农药市场秩序持续好转,但仍然存在一些问题。2017年《农药管理条例》修订后,农药经营实行了许可制度,为解决农药市场问题发挥了一定作用,对营业场所、仓储场所和设施设备设立条件,在一定程度上提高了农药经营的门槛;对农药经营者人员设立要求,提高了农药经营从业人员的整体素质;将农药电子台账系统作为一项重要管理手段,对农药的可追溯管理提供了保障。农药经营许可制度的实施与农药全方位监管的相互结合,对充分发挥好农药经营者的桥梁作用,有效抵制和防范假劣农药在市场上的流通,更好地指导农药使用者科学合理使用农药,促进农药市场的健康发展发挥了重要作用。

In recent years,under the overall deployment of the Ministry of Agriculture and Rural Affairs of the People’s Republic of China,the pesticide regulatory departments at various level have made substantial efforts in full implementation of the joint action of inspection and punishment,and the order of pesticide market has been improved continuously while there are still some problems.A licensing system has been implemented for pesticide business since the revision of the Regulations on Pesticide Administration in 2017,which has played a certain role in solving the problems facing by pesticide market.The Regulations sets the requirements for business places,storage places,facilities and equipment,which raises the threshold for pesticide operation to a certain extent,as well as for pesticide operators leading to an improvement in the overall operator quality.The Regulations also takes pesticide electronic account as an important tool to guarantee the traceability management of pesticides.The combination of the implementation of pesticide business license system and the all-round pesticide supervision has played an important role in giving full play of pesticide operators as a bridge,in effectively stopping and preventing the circulation of fake and inferior pesticides in the market,in providing pesticide users with better guide to use pesticides scientifically and reasonably,and in promoting the healthy development of pesticide market.
