创新型城市试点有效提升了城市经济韧性吗?

Does the Pilot of Innovative Cities Effectively Improved the Urban Economic Resilience?

本文基于2005-2019年254个地级及以上城市数据,利用DID模型考察了创新型城市试点对城市经济韧性的影响。研究发现:创新型城市试点政策显著增强了试点城市的经济韧性,该促进作用主要通过产业升级效应、创业效应、创新效应及政府引领效应等途径实现。异质性分析显示:试点政策对中西部、南部沿海城市与一般地级市等样本经济韧性具有更强的促进作用。本文结论为后续推进创新型城市规划,实现经济高质量发展具有一定参考价值。

Based on the data of 254 cities of China from 2005 to 2019, this paper investigates the impact of innovative city pilot on urban economic resilience by using multi-stage DID model. It is found that the pilot policy of innovative cities significantly enhances the economic resilience of pilot cities, and the promotion effect is mainly achieved by innovation effect, entrepreneurship effect, industrial upgrading effect and government leading effect. The results of heterogeneity analysis show that the policy effect of innovative city pilot is more significant in the samples of central and western, southern coast and general prefecture level cities. The above conclusions have a certain reference value for promoting innovative city planning and realizing high-quality economic development.
