摘要
第三方评估是政府治理现代化的重要创新,为了更好地促进第三方评估在中国的发展,需要正确认识第三方评估的内涵、特征与类型。通过第三方评估在中国的实践案例,对成熟型、补充型和潜在型三种类型的专业性和公开性进行剖析。同时,通过对第三方评估自身特征和外部环境的SWOT分析,将未来第三方评估的发展划分为乘势发展、积极追赶、韬光养晦和探索转型四种策略。
The third-party evaluation is an important innovation of government management modernization in China.In order to better promote the development of the third-party evaluation in China,it need to correctly understand the connotation,characteristics and types of the third-party evaluation.Through the practical cases in China of the third-party evaluation,professionality and openness is analyzed about the three types,namely mature,supplement and potential models.At the same time,based on the SWOT analysis of the characteristics of the third-party evaluation and external environment,the future development of the third-party evaluation in China is divided into four strategies including developing with the opportunity,actively catching up,keeping a low profile and exploring transformation.
