摘要
受到科学进步模式启发,公共政策分析者把政策的变化总结为两种基本变化模式即常规变化和范式变化。从我国农村义务教育政策中选取以农村教师教育为代表的常规变化政策,以农村中小学布局调整为代表的范式变化政策。通过回溯性的分析和总结教育政策的嬗变动因与规律,我们发现,进行常规变化的农村义务教育政策发生率最高,并为政策实现革命性的变化和跨越式的发展作量的积累,只有常规变化和范式变化两种政策变化模式适时交替,政策才能最大可能地实现预设目标和取得社会效益。
Inspired by the scientific progress model,public policy analysts summarized policy changes as two basic patterns of variability,conventional changes and paradigm shifts.From the policy of rural compulsory education in our country over the years,we have chosen the policy of conventional change represented by rural teacher training and the paradigm change policy represented by rural primary and secondary school layout adjustment.Through retrospective analysis and summarization of educational policy changes and causes,we have found that the rate of rural compulsory education policies with conventional changes is the highest,and conventional changes always prepare for a goal about revolutionary changes and great achievements.Only conventional changes and paradigm shifts take place timely.Policy can achieve preset goals and social benefits possibly.
