The Internal Logic of Strengthening the Institutional Construction of CPC Members’Education in the New Era

新时代为了加强党的建设,需要进一步落实中国共产党党员教育,推进党员教育的制度化建设,贯彻制度治党的要求。党员教育制度化建设应遵循理论逻辑与实践逻辑。从理论逻辑看,制度治党要求推进党员教育制度化建设,将规章制度落实到党员教育过程中教学、管理等各环节;制度化建设能有效保障党员教育质量,发挥党员教育作用;制度化建设有利于形成党员非正式约束,嵌入到正式规则、规范中;制度化建设有利于缩小党员个体能力和行动的差距,对党员素质稳定性、党员发展的持续性具有双重作用。从实践逻辑看,党员教育制度化建设需要将党员教育同党员的多层次教育需求结合,针对不同年龄、层次、行业、职务的党员开展不同教育、管理目标的教育;党员教育应同党员综合素质、能力提升的要求结合,突出党员教育成果导向;党员教育应同党员管理、监督、服务结合,保障党员教育的效果。

In order to strengthen party building in the new era,it is necessary to further implement CPC member education,promote the institutionalization of party member education,and implement the requirements of party governance by system.The institutionalization of CPC member education should follow the logic of theory and practice.Governing the Party with institutions requires the promotion of CPC member education system construction,bringing into play the role of party member education,forming informal constraints of party member,and narrowing the gap of individual ability and action of party member.To institutionalize CPC member education,we need to integrate the education of party members with the education needs of party members at different levels,with the requirements for improving quality and ability,and with the management,supervision and service of party members.
