元朝地方政府提控案牍初探

A Preliminary Study of the Ti Kong An Du in Local Governments of the Yuan Dynasty

提控案牍的出现,既是元朝重视文书管理工作的表现,也是结合蒙古旧制继承和发展宋金两朝文书管理制度的产物。元朝地方政府提控案牍主要设置在路总管府、散府、上州、中州、宣慰司、万户府等行政机构,负责管理文书、参与圆署、统领吏员等。提控案牍的设置,对于元朝的官方文书管理工作和士人仕进有着双重意义,被明清两代加以继承、改革与借鉴。

The emergence of Ti Kong An Du not only showed that the rulers in the Yuan Dynasty paid attention to document management,but also showed that the document management system of the Song and Kin Dynasties was inherited and developed combined with the old Mongolian system.Ti Kong An Du of local governments in the Yuan Dynasty were mainly set in the administrative agencies such as Lu general governing office,San office,upper Prefecture,middle Prefecture,Pacification Superintendency,and Wanhu office.Its main functions included managing documents,participating in Yuanshu,and leading officials.The setting of this position had double advantages to the official document management of the Yuan Dynasty and the scholars enter officialdom,and were inheritance,reformed and used for reference in the Ming and Qing Dynasties.
