北洋官报局图书印制业务考论

On the Book Printing Business of Beiyang Official Newspaper Bureau

作为清末新政期间“因事设局”主要机构之一的北洋官报局,除了完成其主要产品《北洋官报》及其附属报刊的编辑、印刷、发行外,还从事书籍印制、图画印刷等文化活动。北洋官报局出版的图书包括新式教学教法图书,政法类图书,“农学新书”,直隶警政类及直隶地方文献类图书,国学类图书,学报类图书,国外史书、工具书及外交类、条约章程类图书。北洋官报局在清末官报局新政中发挥着模板作用,既是直隶总督和北洋集团应对政治危机的文化举措,又凸显了在启迪民智、传承文化、“补教育所不足”等方面的政治作用和教育功用。

As one of the main agencies of the“Bureau of Affairs”during the New Policy Period of the late Qing Dynasty,the Beiyang Government Newspaper Bureau not only edited,printed and distributed its first product,the Beiyang Official Newspaper,and its subsidiary newspapers,but also carried out cultural activities such as book printing and pictorial printing.The books published by the Beiyang Official Newspaper Bureau include the following categories:new teaching methods,politics and law,“new books on agriculture”,literature on local police,studies of Chinese ancient civilization,academic newspapers,foreign history,reference books,diplomacy,treaties and charters,etc.In the late Qing Dynasty,the Beiyang Official Newspaper Bureau played a leading role in the New Policy Period.It was a cultural measure taken by the local governors and Beiyang Group to cope with the political crisis.Meanwhile,it highlighted the political and educational functions of Beiyang Official Newspaper Bureau in enlightening people’s wisdom,inheriting culture,serving the new policy,and“making up for the lack of education”.
