Application of HSE Management System in UAE Drilling Projects

阿联酋钻井项目现场HSE管理标准高、要求严。为了提高安全管理水平,钻井现场采用并严格执行了作业许可制度、作业安全分析制度、安全会议制度、安全观察及制止违章制度以及入场安全教育等一系列HSE管理制度,有效地提高了现场HSE管理水平,大幅度降低了安全风险。通过阐述相关管理制度,与国内钻井现状对比,取长补短,有助于不断提高油田钻井现场安全管理水平。

On-site HSE management standards of UAE drilling projects are high and strict. In order to improve the safety management level, the drilling site strictly implements a series of HSE management systems and tools, such as the work permit system, the work safety analysis system, the safety meeting system, the safety observation and stopping peccancy system, and the safety education, which effectively improves the site HSE management level and greatly reduces the safety risks. This paper expounds the relevant management systems, compares them with the current domestic drilling situation, and learns from each other’s strong points to complement each other’s weak points, which is helpful to continuously improve the safety management level of oil field drilling site.
