水库移民后扶助力移民新村乡村振兴监测评估实践

The Practice of Monitoring and Evaluation of Rural Revitalization in New Villages formed by Reservoir Resettlement

大中型水库移民新村在紧抓后期扶持政策实施的情况下,移民在人均可支配收入、基础设施条件、居住条件、村容村貌、公共文化设施建设、生活质量水平等多方面都有了显著的改变。移民后期扶持加强库区和移民安置区基础设施、美化生态环境、改善移民生产生活条件等中长期目标也与国家乡村振兴战略“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”的总要求有很多契合之处。基于对Y县移民后扶监测评估工作的实践,对比Y县移民新村在实施后期扶持前后移民生产生活水平等多方面的差异,同时依据乡村振兴战略、《乡村振兴战略规划(2018-2022年)》以及现有的乡村振兴评价指标体系研究,构建了一套由5个一级指标、14个二级指标和34个三级指标的乡村振兴评价指标体系,并在此基础上对Y县移民新村进行综合评价,探讨水库移民后期扶持对移民新村乡村振兴战略实施的推动作用,并对移民后扶工作在乡村振兴战略背景下的发展提出相关建议。

The medium and long-term goals of supporting and strengthening the infrastructure of reservoir and resettlement areas,beautifying the ecological environment,and improving the production and living conditions of immigrants in the later stage of resettlement are also in line with the national rural revitalization strategy of"prosperous industry,habitable ecology,rural civilization,effective governance,and improved living conditions."Based on the practice of monitoring and evaluation of post-migration support in Y County,this paper compares the differences in the production and living standards of immigrants before and after the implementation of post-migrant support in Y County.In accordance with rural revitalization strategy,Rural Revitalization Strategy Planning(2018-2022)and the existing research on the evaluation index system of rural revitalization,a set of rural revitalization evaluation index system consisting of 5 first-level indicators,14 second-level indicators and 34 third-level indicators is constructed.On the basis of the evaluation index system,a comprehensive evaluation is conducted on the new village to discuss the role of post-migration support from reservoir construction in promoting the implementation of the rural revitalization strategy for the new villages,and puts forward suggestions for the development of post-migrant support under the background of the rural revitalization strategy.
