首都“两区”建设的基础条件、面临挑战和现实路径

Research on the Basic Conditions,Challenges and Realistic paths of the Construction of“Two Districts”in the Capital

“建设好首都水源涵养区和生态环境支撑区”是习近平总书记视察张家口时提出的重要指示。“两区”建设是一项社会性强、工程量大、涉及面广、操作难度大的系统工程,要想快速实现突破,必须加强战略谋划,从基础条件和源头抓起,对症施治,才能在最短的时间内取得最大的成效。文章系统分析了“两区”建设的基础条件、支撑条件和保障条件,并聚焦当前面临的重大挑战,提出相关破解路径。

“Building water conservation district and ecological environment support district of the capital”(hereinafter referred to as“two districts”)is an important instruction made by President Xi Jinping at the time of an inspection visit to Zhangjiakou.The construction of“two districts”is a system engineering with strong sociali⁃ty,large engineering quantity,wide involvement and difficult operation.We must strengthen strategic planning,start with the basic conditions and sources,and suit the remedy to the case,so as to achieve maximum results in the short⁃est possible time.This paper systematically analyzes the basic conditions,support conditions and guarantee condi⁃tions of the construction of the“two districts”,focuses on the current major challenges we are facing and puts for⁃ward the relevant crack path.
