Analysis and Suggestions on Pollutant Discharge Permit Management of Plastic Artificial Leather and Synthetic Leather Manufacturing Industry

基于塑料人造革和合成革行业排污许可证核发与管理现状,分析总结了该行业排污许可管理中存在的分类管理要求不统一、主要污染物排放总量确定依据不一致、行业标准落后、排污单位主体责任意识不强等主要问题;提出统一分类管理要求和污染物排放总量确定依据、推进行业标准修订与实施、加强制度宣传与监督管理等针对性建议。

Based on the current situation of the issuance and management of pollutant discharge permit in plastic artificial leather and synthetic leather industry,the main problems existing in the issuance and implementation of pollutant discharge permit in this industry were analyzed and summarized,such as the disunity of classification management requirements,the disunity of determination of total amount of main pollutants,the backwardness of industry standards,and the weak sense of responsibility of pollutant discharge units.Finally,some suggestions are put forward,such as the unified classification management requirements and the basis for determining the total amount of pollutant emissions,promoting the revision and implementation of industry standards,and strengthening the system publicity and supervision and management.
