摘要
装备经费使用效益评价包含了对经费的投入及装备战斗力的产出两方面的评价,一直以来,其都是人们关注的焦点。基于对当前装备经费效益评价情况及特点的分析,本文提出了进一步构建更加具体、可量化、操作性更强的装备经费效益评价体系的必要性和可行性,梳理总结了构建评价体系的关键成功因素,希望能够通过装备经费效益评价体系的应用改被动监管为主动激励,以大幅提高装备经费的使用效益。
The evaluation of the use benefit of equipment outlay includes the assessment of the input of outlay and the output of equipment combat effectiveness,which has always been the focus of our attention.Based on the analysis of the characteristics of the current equipment outlay benefit evaluation system,this paper puts forward the necessity and feasibility of further building a more specific,quantifiable and operational equipment outlay benefit evaluation system,combs and summarizes the key success factors of building the evaluation system,hoping to be able to pass the application of equipment for benefit evaluation system of active instead of passive regulation for incentives,to greatly improve the use efficiency of equipment outlay.
