The Enlightenment of Japan’s Digital Garden City National Concept to China’s Urban and Rural Construction

当前,日本社会面临人口少子老龄化、城乡分布不均、地方产业空心化等严峻的社会问题,岸田政府上台后提出日本数字田园都市国家构想,以解决上述问题。那么,该构想的理论来源是什么?它的具体内容和理念是什么?它对我国城乡建设有何启示?该构想深受霍华德的田园都市论的影响,形成了包含兴建数字基础设施、培育和保障数字人才等在内的四大举措;数字技术引领、都市扩张管理、城乡均衡、振兴地方型都市等四大基本理念,以期对我国当前城乡建设有一定的启示。

At present,Japanese society is faced with serious social problems such as a low birthrate and an aging population,uneven distribution of urban and rural areas,and hollowing out of local industries.After the Kishida government came to power,it proposed the national concept of Japan’s digital garden city to solve the above problems.Therefore,what is the theoretical source of this idea?What is its specific content and concept?What enlightenment does it have on China’s urban and rural construction?This paper argues that this idea is deeply influenced by Howard’s theory of the garden city,and has formed four major measures including the construction of digital infrastructure,the cultivation and protection of digital talents,and four basic concepts of digital technology leadership,urban expansion management,urban-rural balance,and revitalization of local cities,which have certain inspirations for China’s current urban and rural construction in terms of digital technology leadership,urban-rural balance,and local revitalization.
