上海市长宁区医疗美容机构“信用+综合监管”新模式的探索及研究

Exploration and Research on the New Model of“Credit+Comprehensive Supervision”of Medical Beauty Institutions in Changning District,Shanghai

目的通过在医疗机构推进信用承诺、信用信息归集、信用分级分类监管、信用联合奖惩等措施,强化卫生行业诚信自律,逐步构建起以信用为基础的新型监管机制。方法采取文献分析、实证研究、问卷调查、定量分析与定性分析等研究方法。结果采用条件式的评定方法,制定医疗美容机构信用评价和运用规则,对48家医疗美容机构展开信用评价,形成长宁区医疗美容机构“信用+综合监管”的新模式。结论开展信用评价是对医疗美容机构监管手段的加强,但信用评价有赖于相应管理平台的建设,并将评价结果加以运用,实行差异化监管,促进医疗机构发展的良性循环。

Objective By promoting credit commitment,credit information collection,credit classification and supervision,credit joint rewards and punishments and other measures in medical institutions,strengthen the integrity and self-discipline in the health industry,and gradually build a new supervision mechanism based on credit.Methods Literature analysis,empirical research,questionnaire survey,quantitative analysis and qualitative analysis are adopted.Results Using conditional evaluation to formulate the credit evaluation and application rules of medical beauty institutions,then carry out credit evaluation on 48 medical beauty institutions,and finally form a new model of“credit+comprehensive supervision”of medical beauty institutions in Changning District.Conclusions Carrying out credit evaluation is good to strengthen the supervision of medical beauty institutions,but credit evaluation depends on the construction of corresponding management platform.More importantly,credit evaluation results should be used to implement differentiated supervision and promote the virtuous circle of the development of medical institutions.
