借鉴国际经验促进上海市健康体检行业规范发展

Reference from International Experience for Improving the Standard Development of Physical Examination Industry in Shanghai

总结美、英、德、日等国提升健康体检行业执业规范性的经验,包括通过立法和公共医疗保险保障全民健康体检的基本权利、构建公共医保和商业医保相结合的健康保险制度、建立符合实际情况的专业人才培养体系、积极促进健康体检发展升级为健康管理产业,以及构建政府主导多元协同的监管机制等。结合上海市健康体检行业实际,提出推进健康体检行业信息化建设、赋权行业组织强化行业自律、积极引导各类执业主体参与治理、调整从业人员规制、提升监测预警能力、加强信息公示促进社会监督等进一步优化健康体检监管的建议。同时建议采取发展健康保险、构建健康管理联合体、发展健康管理教育和提升健康素养等措施,积极推进上海市健康体检行业向全覆盖、全生命周期的健康管理发展,并以此作为提升上海健康体检行业执业规范性的治本之策。

The study summarizes the experiences of standardization and promoting physical examination industry in 4 western countries at first.These include to guarantee the basic right of physical examination of the citizen,establishing the health insurance system related to physical examination service,constructing the government led multi-sector collaborative regulation mechanism and developing health management,etc.In addition,we put forward suggestions to further optimize the supervision of physical examination industry in Shanghai such as promoting informatization,strengthen self-discipline,guiding practitioners to participate in governance,adjusting the regulation of practitioners,etc.The article ends at suggesting initiatives in health insurance,building health management groups,enhancing education on health management,raising health literacy and so on to develop physical examination industry in Shanghai.Furthermore,we need to take these as the fundamental policy to improve the practice standardization of the industry.
