德州市卫生监督队伍现状调查与分析

Investigation and Countermeasures of Health Supervision Institutions,Dezhou City

目的分析德州市各级卫生监督机构现状,为下一步机构改革发展提出对策探讨。方法设计《德州市卫生监督员基本情况调查表》,对德州市各级卫生监督机构132名卫生监督员进行基线调查,并采用均数、构成比等描述统计方法进行数据分析。结果德州市卫生监督员编制总数为173人,目前在职人员132人,空编率为23.70%;2021年全市被监督单位14802家,平均每名卫生监督员监管112家单位;其中30岁及以下年龄段的监督员占比最低,为8.33%;县级卫生监督机构中无硕士学历以上人员;市级卫生监督机构法律人员占比偏低,仅有1名人员,县级卫生监督机构公卫专业人员占比最低,为5.71%。结论德州市卫生监督体系不健全,监督执法力量薄弱,需要加快推进县区级卫生监督体制改革,加强卫生监督执法队伍的建设,提高卫生监督员的专业素质。

Objective This article aims to analyze the current situation of health supervision agencies at all levels in Dezhou City and proposes countermeasures to explore for the next step of agency reform and development.Methods This paper conducted a baseline survey of 132 health supervisors at all levels of health supervision agencies in Dezhou City by designing the Basic Information Questionnaire for Health Supervisors in Dezhou City,and analyzed the data using descriptive statistics such as mean and composition ratio.Results The total position available for health supervisors in Dezhou city is 173,of which 132 are currently occupied,accounting for 23.70%of the vacancy rate.In 2021,there were 14,802 supervised units in the city,with an average of 112 units supervised by each health supervisor.The proportion of supervisors aged 30 and below was the lowest(8.33%);there are no persons with master's degree or above in county-level health supervision institutions;the proportion of legal personnel in municipal health supervision institutions is low,only 1 person,while the proportion of public health professionals in county health supervision institutions is the lowest(5.71%).Conclusion The health supervision system in Dezhou is not sound and the supervision and enforcement force is weak.It is necessary to accelerate the reform of the health supervision system at the county and district levels,strengthen the construction of the health supervision and enforcement team,and improve the professional quality of health supervisors.
