重庆中心城区道路交通“首堵”问题分析与对策建议

Analysis and Countermeasures of “Traffic Jam” in Downtown Chongqing

该文以重庆市中心城区道路交通运行变化、“首堵”民众关注度为研究对象,分析了道路交通拥堵排名标准与重庆“首堵”形成的原因,以及当前道路交通运行存在的问题,并进一步提出了实施小汽车使用管控、建立智慧交通管理平台、推动编制交通发展白皮书、持续开展城市交通缓堵工作等交通治堵对策,以缓解当前持续恶化的道路交通拥堵趋势,推动城市道路交通高质量发展。

Based on the changes in road traffic operation in the central urban area of Chongqing and the public’s attention to the“traffic jam”, this paper analyzed the ranking criteria of road traffic congestion and causess for the “traffic jam” in Chongqing, and the current problems in road traffic operation.Also, it further proposed traffic jam countermeasures, including the implementation of car usage control, the establishment of a smart traffic management platform, the compilation of a white paper on traffic development, and continuous efforts in urban traffic jam mitigation, so as to solve the current deteriorating trend of road traffic congestion and promote the high-quality development of urban road traffic.
