基于“三调”用地特征的国土空间高效配置与利用研究——以佛山市为例

Study on High Efficient Configuration and Utilization of Land Space Based on the Data Analysis of the Third National Land Resource Survey:Foshan Example

当前,生态文明建设已进入新时期,传统以增量扩张为导向的空间治理思维难以适应存量优化的新要求,亟待探索以调整重构为导向的国土空间治理逻辑与规划方法。文章以“三调”为基础,分析、总结了以佛山市为代表的珠三角城镇密集地区的用地特征及问题成因,并基于佛山市“市—区”两级国土空间规划研究探索,从规划调控、机制构建和行动实施3个方面构建了国土空间高效配置与利用框架,强调在规划调控方面突出定底线、调格局、优配置三项编制内容,在机制构建方面探索流量增效、传导优化、实施评估三大制度,在行动实施方面聚焦存量用地盘活、国土整治修复两大事项,整体形成格局引导、政策集成和动态实施三大合力,以实现国土空间的高效配置与利用。

As ecological civilization development enters a new stage,traditional expansive spatial governance is difficult to meet the demand of high-quality improvement,and it is imperative to explore the logic and approaches to land readjustment.Based on the third national land resource survey,the paper takes Foshan as an example,concludes the characteristics,problems and underlying reasons,establishes a high efficient configuration and utilization framework of land space from:planning control,which highlights bottom line delimitation,structural adjustment,and configuration improvement;institutional innovation,which includes the optimal use of construction land quotas,the improvement of planning transmission,and the evaluation of planning implementation;implementation,which focuses on inventory land revitalization and comprehensive land improvement.It is hoped to provide an effective framework of planning techniques and policies,to promote high-quality utilization of land resources through policy integration and dynamic implementation.
