基于“三调”数据的沈阳市建设用地高效利用路径探讨

Discussion on the Path of Efficient Utilization of Construction Land Based on the Third National Land Survey Date, Shenyang

建设用地具有稀缺性,在高质量发展要求下,必须不断完善与创新其利用管理政策和技术手段,全面提升利用效率。文章从高质量发展的视角出发,以沈阳市为例,结合“三调”数据,分析其建设用地现状与变化趋势,以及建设用地利用中存在的主要问题,在此基础上从控制总量、优化增量、提高质量、盘活存量4个维度提出建设用地高效利用的路径,以期为推进沈阳市资源治理体系和治理能力现代化提供参考,并为其他城市的建设用地高效利用提供借鉴。

In the era of high quality urban development,the management and technique of construction land needs to be improved for efficient utilization.To promote the modernization of Shenyang’s resource governance system and capacity,this paper analyzes the problems in the utilization of construction land based on the results of the "Third National Land Survey" in Shenyang,and proposes four strategies for efficient use of construction land:planning management and control,refined management,revitalizing urban stock land,and expanding collective land use potential,which will help improve Shenyang’s construction land governance system and governance capacity,and provides a reference for other cities.
