生态安全格局的国土空间用途管制思路与惠州实践

Territorial Space Use Control Exploration and Huizhou Practice Based on the Ecological Security Pattern

筑牢生态安全格局是践行生态文明理念、实现“碳达峰、碳中和”的重要举措。文章结合广东省惠州市国土空间规划相关实践,提出生态安全格局构建的具体方案,并在此基础上提出基于“三调”结果和各类调查评价,理清资源本底;开展功能分析,划定保护格局和范围;制定空间用途方案,明确准入和转换规则;建立自然资源资产台账,创新管理和动态评估体系等国土空间用途管制思路,形成可操作、有效管用的制度框架,以期促进资源利用水平切实提高、生态环境持续改善、发展质量和效益明显提升。

Building a solid ecological security pattern is an important measure to practice the concept of ecological civilization and achieve "carbon peak and carbon neutrality".This paper puts forward a specific scheme for the construction of ecological security pattern based on the relevant practice of Huizhou city and county territorial space planning.Then the ideas of territorial space use control of various elements are put forward:(1)clarifying the resource background based on the third national land survey results and relevant evaluations;(2)carrying out functional analysis to clearly delineate the protection pattern and scope;(3)formulating plans for space use and rules for access and conversion;(4)establishing natural resource assets ledger,and innovating management and dynamic evaluation system.In this way an operational and effective institutional framework is established to improve resource utilization,environmental quality,and development benefits.
