国土空间规划体系中县域景观风貌专项规划探索——以诸暨市为例

County Level Landscape Features Special Planning Under the Territorial Space Planning System: Zhuji Case

在“五级三类”国土空间规划体系下,县域尺度的景观风貌专项规划是建设美丽国土、提升城乡环境品质的重要环节,对于加强特色景观资源的保护和利用具有实质性的引领作用。文章系统梳理和总结了国土空间规划体系中对景观风貌专项规划的内容与要求,明确县域景观风貌专项规划两个层次(县域和中心城区)的景观风貌资源要素评价方法与3个尺度[县域、城(镇)区和乡村]景观风貌专项规划的核心要点。同时,构建了特色管控和通则管控相结合的成果体系,其中特色管控面向景观风貌代表性区域,包括以“定特色、定结构、定边界”为要点的县域样板区规划引导和以“优结构、优用地、优指标”为要点的城市重点片区规划引导,并将规划相关内容纳入县级国土空间规划,为后续重点区域和节点的详细规划与设计提供引导。

County level landscape features special planning is an important part of beautiful country development and urban-rural environmental improvement in the context of territorial space planning system.It helps guide characteristic landscape resource preservation and utilization.With a review of the content and requirement of territorial space planning about landscape features,the paper clarifies the evaluation of landscape feature resource at two levels and key points at three scales.Meanwhile,it establishes a combined product system in which characteristic control deals with typical landscape feature areas,including model areas controlled by “character,structure,boundary”,and important areas controlled by “structure,land,indices”.Relevant planning content is incorporated into county level territorial space plans for the guidance of subsequent detailed planning and design of major areas and nodes.
