数字化转型下的国土空间数字化治理逻辑研究

Research on the Digital Governance Logic of Territorial Space Under Digital Transition

利用信息技术全方位、系统性重塑国土空间治理过程,推动国土空间治理数字化转型,是国土空间智慧治理和治理创新的重要途径。新时期国土空间数字化治理,需要以国家战略为纲领,以信息技术为工具,实现治理对象、治理主体和治理工具的融合与智慧赋能,从而统筹多元空间治理目标、打通多源对象协同链路,从内到外实现治理过程的数字化转型。基于此,文章构建了新的国土空间数字化治理的数字化核心架构,即“数据—数字化治理逻辑—场景”架构,通过理清逻辑、提升能力、做优场景,提升国土空间数字化治理水平。

A comprehensive remolding of territorial space governance with information technology is important to the smart and innovative transition in the field.Digital governance of territorial space shall follow national strategy,coordinates the subjects,objects,and tools of governance with informational technology,integrate multi-stakeholders on the chain of governance,and realize digital transition both internally and externally.The paper establishes a core framework of digital governance of territorial space by “data-digital governance logic-scenario”,and proposes consolidating digital territorial space foundation,improving management efficiency,building digital platform,applying technologies in different scenarios,so as to improve the level of digital governance of territorial space.
