摘要
随着绿色发展受重视程度的提高,对全国和各地区绿色发展水平进行量化评估变得日益迫切。以习近平生态文明思想为指导,构建符合“生态优先、绿色发展”理念的新时代中国经济绿色发展指数,对“十三五”期间全国和各省份经济绿色发展水平进行测算,全面评价、分析各地区推动绿色发展的成效和不足,可以为更好地在生态优先、绿色发展理念的指导下探索高质量发展道路提供实证依据。研究发现,“十三五”期间,中国经济绿色发展总指数从53.03提高到66.44,二级指标中可持续发展指数从29.66提高到48.29,资源利用指数从76.38提高到82.78,环境保护指数从60.83提高到74.29。发达地区的绿色发展水平总体上高于欠发达地区,在资源利用和环境保护水平上相对欠发达地区的优势较为明显,但差距呈现缩小趋势。西部地区的可持续发展水平总体高于中东部地区。未来推进绿色发展,应在进一步提高资源利用效率和加强环境保护的基础上,着力强化可持续发展能力建设。发达地区应加快能源结构调整,并促进生态系统价值发挥。欠发达地区应加快产业结构转型步伐,加大对绿色技术的运用以创造新的经济增长点。
Guided by the ecological civilization thought of Xi Jinping,this paper develops a green economy development index in new era of China according to the concept of ecological priority and green development and calculates the green development level of the country and all provinces.It shows that the green development index in China reached 66.44 from 53.03 in the 13th Five-year plan.In the secondary index,the sustainable development index reached 48.29 from 29.66 and the resource utilization index reached 82.78 from 76.38 and the environmental protection index reached 74.29 from 60.83.Generally speaking,developed regions do better in green development than developing regions,especially in resource utilization and environmental protection while the gap is narrowing.Western regions do better in sustainable development than middle and eastern regions.Promoting green development in the future,we should strengthen the sustainable development and continue improving the efficiency of resource utilization and strengthening environmental protection.Developed regions should speed up the adjustment of energy structure and Promote ecosystem value.Developing regions should accelerate the pace of industrial structure transformation and increase the application of green technology to create new economic growth point.
