营商环境建设面临的边际效用递减现象及治理策略

党的十八大以来,我国营商环境建设取得显著成效,营商环境全球排名大幅提升,市场主体数量成倍增长。面向营造国际一流营商环境的长期目标,推进营商环境建设不仅需要总量分析,还应进行边际思考,不断推动营商环境建设迈上新台阶、实现新突破。从理论上看,优化营商环境改革措施具备边际分析的内在属性。从边际角度看,随着改革的深入推进和实施,优化营商环境也开始出现改革边际效用递减现象,主要表现在:准入环节的商事制度改革边际收益接近“天花板”、生产经营环节的行政审批事项削减空间明显缩小;一些地方营商环境改革创新同质化现象显现。在现代化国家建设新征程上,应坚持综合施策的治理路径,采取延续巩固策略、创新突破策略、动态退出策略,对营商环境改革的边际效用递减现象进行有效治理,通过持续优化营商环境不断释放改革新红利。

Since the 18th National Congress of the CPC,China has achieved remarkable results in optimizing the business environment,the global business environment ranking has been greatly improved,and the number of market players has tripled.Facing the goal of creating a world-class business environment,promoting the construction of business environment requires not only total analysis,but also marginal thinking,and constantly pushes the business environment to a new level and achieves new breakthroughs.In theory,measures to optimize the business environment have inherent properties of marginal analysis.From a marginal perspective,with the further advancement and implementation of the reform,the optimization of the business environment has also begun to show the phenomenon of diminishing marginal utility of the reform,which is mainly manifested in:the marginal benefit of the commercial system reform in the access link is close to the"ceiling",and the reduction space for the approval items in the production and operation links has been significantly reduced;the phenomenon of homogenization of in some localities’business environment reform has emerged.On the new journey of building a modern country,it is necessary to adhere to a comprehensive governance path,adopt continuous consolidation strategies,innovative breakthrough strategies,and dynamic exit strategies to effectively manage the phenomenon of diminishing marginal utility in business environment reform,and continue to release new reform dividends through continuous optimization of the business environment.
