新时代中国共产党党内法规体系建设的历史考察

A Historical Investigation of the Construction of the CPC’s Inner-party Legal System in the New Era

党的十八大以来,中国特色社会主义进入新时代。加强党内法规建设是新时代推进全面从严治党、依规治党的重要举措。在党的十八大、十九大这两个重要时期,以习近平同志为核心的党中央一以贯之地重视党内法规体系建设,运用党内法规管党治党、提高党的执政能力和领导水平,推出一系列重大举措和出台一大批重要党内法规,体现了一脉相承的逻辑关系和制度化成果。先后在党的十八大、十九大报告中作出重大政治论断,为党内法规建设奠定理论基础和政治保障;相继颁布中央党内法规制定工作的“一五计划”“二五计划”,召开全国党内法规工作会议,持续坚持中央党内法规工作联席会议制度,为党内立规提供了科学指导和保障;接连两次进行中央法规文件的集中清理,首次摸清了“家底”,为形成比较完善的党内法规体系打下了坚实基础。

Since the 18th National Congress of the Chinese Communist Party(CPC),socialism with Chinese characteristics has entered a New Era.Strengthening intra-Party laws and regulations is an important measure to comprehensively govern the Party with strict discipline and in accordance with rules in the New Era.During the CPC’s two important periods as ushered in by its18th and 19th national congresses,the CPC Central Committee with Comrade Xi Jinping at the core has been consistently attaching great importance to inner-Party laws and regulations construction,strict Party self-governance in accordance with inner-Party laws and regulations,and improvement of Party governance and leadership in all respects.As a result,a series of important measures in the construction of inner-party laws and regulations have been promulgated.The issuance of a series of basic inner-Party laws and regulations embodies the logical relations and institutionalized achievements of the Party’s continuous efforts for self-improvement.Major political statements were made in the reports to the 18th and 19th National Congresses,laying a theoretical foundation and political guarantee for the construction of intra-Party regulations.We have promulgated the First Five-Year Plan and the Second five-year Plan for the formulation of regulations within the CPC Central Committee,held national meetings on the work of improving inner-Party laws and regulations,and continued to adhere to the system of joint meetings on inner-Party laws and regulations within the CPC Central Committee,providing scientific planning and organizational guarantee for the formulation of regulations within the CPC.For the first time,the Party conducted two rounds of reviews of inner-party regulations and corresponding regulatory documents,laying a solid foundation for the formation of a relatively complete system of inner-Party laws and regulations.
