“三防”视角下平安校园校警协同共建模式研究

Research on the Construction Mode of School-police Cooperation in Safety School from the Perspective of Three Prevention

平安校园是构建高水平平安中国的重要内容和现实需求,是学生健康成长、全面发展的前提和保障。从人防、物防和技防视角开展平安校园校警协同共建模式研究,通过调研和访谈,归纳校园突发事件传统处置和现有校警共治现状,构建校方主导、警方主导和校警协同的平安校园共建等5类模式,并以W学校为例开展SWOT分析。结果显示:在面临相同机遇和威胁的前提下,各类共建模式具有不同的优缺点和优劣势,其中校方和警方“三防”协同共建模式是当前建设平安校园较为稳妥的方案。基于分析结果,提出进一步提升平安校园治理能力和“三防”校警共建水平的政策建议。

Safety school plays a significant role during the process of building a high-level Safe China,which is the prerequisite and guarantee for the healthy growth and all-around development of students.This paper conducts the three-prevention perspective of human,material,and technology,the school-police cooperative construction model.Based on extensive research and expert interviews,the traditional handling of campus emergencies and the current situation of the cooperative construction of school-police are summarized.A school-led,the police-led and the school-police mode which contains 5 types of safety school modes are built.Through taking W university as an example to carry out SWOT analysis,the results show that under the premise of facing the same opportunities and threats,various co-construction models have different strengths and weaknesses.Among them,the three prevention collaborative co-construction mode of the school-police is relatively better.Based on the results,policy recommendations are put forward to further improve the governance capabilities of the safety school.
