多主体联动创新推动“非改租”保障性 租赁住房落地探索 --以广州 YOU+继园东“非改租”项目为例

摘要 “十四五”期间,我国将通过多主体供给、多渠道保障加快发展保障性租赁住房。将位于城市成熟区域的闲置和低效利用非居住存量房屋改造为保障性租赁住房有利于促进区域职住平衡,提高新市民、青年人幸福感,也有利于加速城市更新进程。本文以广东省首个具有合规“出生证”的“非改租”保障性租赁住房项目——广州继园东“非改居”项目为例,探讨“非改租”的政策疏浚、政银企协联动创新与赋能。 During the“14th Five-Year Plan”period,China will accelerate the development of affordable rental housing through multi-body supply and multi-channel guarantee.The conversion of a large number of unused and inefficiently utilized non-residential building stock in mature urban areas into affordable rental housing is conducive to promoting the balance of regional jobs and accommodations,improving the happiness of new citizens and young people,and accelerating the process of urban renewal.As the first"conversion of non-residential building to rental housing"project with a qualified"birth certificate"in Guangdong Province,this paper takes the Guangzhou Jiyuandong project as an example,and discuss how policy dredging,government-bank-enterprise collaboration and innovation can empower"conversion of non-residential building to rental housing".
