构建保障性租赁住房发展新模式 --杭州市发展保障性租赁住房工作探索

近年来,随着我国城市化进程的稳步推进,党中央、国务院作出一系列重大决策部署,把大力发展保障性租赁住房作为解决大城市住房突出问题的重要抓手。2021年6月,国务院办公厅印发《关于加快发展保障性租赁住房的意见》,首次从国家层面明确要求加快完善以公租房、保障性租赁住房和共有产权住房为主体的住房保障体系。加快发展保障性租赁住房已成为推动多主体供给、多渠道保障、构建租购并举的住房保障制度,深化住房供给侧改革的重要组成部分。对此,杭州市结合城市租赁人群的住房租赁需求,明确保障性租赁住房工作方案,在试点发展蓝领公寓和人才专项租赁住房的基础上,探索搭建三种机制和四项配套,为构建完善住房保障体系、扩大保障性住房供给,实现全体人民住有所居进行了积极探索。

With the steady progress of China's urbanization process during recent years,the CPC Party Central Committee and the State Council have made a series of major decisions and arrangements to vigorously develop affordable rental housing as an important starting point to solve the prominent housing problems in big cities.In June 2021,General Office of the State Council issued Opinions on Accelerating the Development of Affordable Rental Housing.For the first time,it is clearly required from the national level to accelerate the improvement of the housing security system with public rental housing,affordable rental housing and mutual-property right housing as the main body.Accelerating the development of affordable rental housing has become an important part of promoting multi-agent supply,multi-channel security,building a housing security system that combines renting and purchasing,and deepening supply-side housing reform.So Hangzhou has defined the working plan of affordable rental housing in combination with the housing rental needs of urban tenant groups.On the basis of developing pilot blue collar apartments and specialized rental housing for talents,Hangzhou has actively explored three mechanisms and four supporting facilities,so as to improve the housing security system,expand the affordable rental housing supply and realize accommodation for all.
