编外扩张中公立高校教师编制向何处去?——基于高校非编聘用常态化的跟踪观察

Where Will the Bianzhi Go with Expansion of Extra Bianzhi in Public Universities:Follow-up Observation on the Normalization of Temporary Employment in Universities

随着事业单位编制严控政策的落实,公立高校编外扩张中的“公平与效率”“留编或去编”的双重悖论形成了公立高校教师编制到底该向何处去的编制之问。本文以“回归性自主”为理论视域,选取H省10所公立高校展开事业单位非编聘用常态化的跟踪研究。研究发现,公立高校存在编外专职扩张的“轻重缓急”和兼职扩张的“双管齐下”状态,体现的是公立高校高层、中层及基层主体用编自主性的行为倾向,以及事业单位变迁中去行政控制的制度逻辑。为此,在编外扩张的价值取向上应推进公立高校摈弃编制标识,自主决定是否将国家编制转变为单位编制,或是将事业编制更替为事业员额,从而在事业单位功能定位的自主回归中形成去编化发展趋势。

With the implementation of bianzhi control policy,the double paradox of fairness and efficiency of extra staffing and non-bianzhi or de-bianzhi in institutions has formed the question of bianzhi:where will the bianzhi of institutions go?Taking recurrence autonomy as the analysis frame,this paper selects 10 public universities in H Province as an example to carry out a follow-up research on the normalization of temporary employment in institutions.The research finds that there is the situation of ordering with importance and emergency and doing two things at the same time in the expansion of extra bianzhi of in public universities,and it embodies the behavior logic of use autonomy on bianzhi in high,middle and grass level subjects,and the system logic of abolishing political control with unit change.So,in the analysis on value and orientation of the expansion of extra bianzhi,we should advocate to give up sign of bianzhi in institutions,which the institutions decide whether the state bianzhi be changed into the unit bianzhi,or the institutions bianzhi be replaced by the institutions post,to realize de-bianzhi tendency from the autonomy regression of functional localization in the institutions.
