摘要
中小学法治教育是青少年培养法治思维、树立法治观念并成长为合格公民的重要载体,对降低未成年犯罪率、形成人人知法懂法守法的良好社会氛围、推动国家法治化建设具有重要的基础性和先导性作用。发达国家在推动国家法治化建设的道路上无一例外都高度重视法治教育,在中小学法治教育的开展阵地、教育目标、主要载体、基本原则和技术手段等方面呈现出共同趋势。立足国际,全面提升我国中小学法治教育应当着力提升法治教育的地位,强化行政监管与督导评估;遵循学生发展规律,发挥学校课程基础性作用;丰富教学手段,实现法治教育的跨学科融合;健全法治教育服务支持体系,促进社会资源良性互动;提升法治课教师教学能力,建立法治培训常态化机制。
Legal education in primary and secondary schools plays an important role in cultivating young people′s legal thinking,establishing the concept of the rule of law and growing into qualified citizens.It plays an important basic and guiding role in reducing the juvenile crime rate,forming a good social atmosphere in which everyone knows,understands and abides by the law,and promoting the construction of national rule of law.On the road of promoting the construction of national rule of law,all developed countries attach great importance to legal education,and present many common trends in the main position,educational objectives,carries,basic principles and technical means of legal education in primary and secondary schools.Based on international perspective,to comprehensively improve legal education in primary and secondary schools in China,we should focus on improving the status of legal education,strengthen administrative supervision and evaluation;follow the law of students′development and give play to the basic role of school curriculum;enrich teaching means and realize the interdisciplinary integration of legal education;improve legal education service support system and promote the benign interaction of social resources;improve the teaching ability of legal education teachers and establish a normalization mechanism for teacher training.
