乡村振兴背景下农民专业合作社理事长人力资本建设研究

摘要 农民专业合作社是实现小农户和现代农业有机衔接的关键市场主体,而理事长作为合作社的创办者,与合作社存在紧密的利益关联,其人力资本极大影响了合作社的经营和发展。但目前合作社理事长人力资本存在培训机制尚不完善、进取和责任意识有待加强、自身能力和素质仍需提升等问题。运用人力资本相关理论,提出完善以提升理事长人力资本存量为目标的培训机制、建立与农民合作社经营绩效挂钩的理事长奖惩机制,强化农民专业合作社理事长自我提升意识等,以此巩固和增加理事长人力资本存量,为合作社持续健康发展奠定基础。 Farmers’professional cooperatives are the key market players to realize the organic con‐nection between farmers and modern agriculture.As the founder of the cooperative,the chairman has a close interest relationship with the cooperative,and the human capital greatly affects the cooperative’s operation and development.However,at present,the human capital of the cooperative chairman has a problem that the training mechanism is not perfect.Its aggressiveness and responsibility awareness need to be strengthened,and its own ability and quality still need to be improved.This paper uses related theories of human capital,proposing to improve the training mechanism aimed at improving the chair‐man’s human capital stock,establishing a reward and punishment mechanism for the chairman that is linked to the performance of the farmers’cooperatives,and helping the chairman achieve the establish‐ment and enhancement of self-improvement awareness,so as to consolidate and increase the chairman’s stock of human capital and lay a solid foundation for the sustainable and healthy development of the cooperative.
