帕累托最优是效率的“理想王国”,是指一个经济系统在不损害任何个人或群体利益的前提下,达到总体利益的最佳状态。“改进”是达到帕累托最优的路径,“最优”是没有改进余地的状态。经济学理论认为,在一个自由选择的体制中,社会的各类人群在不断追求自身利益最大化的改进过程中,可以使整个社会的经济资源得到相对最优化的配置。习近平同志提出的“绿水青山就是金山银山”理念蕴含着丰富的“改进”与“最优”思想,“金山”与“青山”不是绝对的平衡,而是选择“宁要”的相对平衡,是通过不断改进实现最优的高质量发展。浙江改革开放以来的发展始终坚持“两手抓”,一手抓经济发展,一手抓生态治理,坚持生态优先、绿色发展的不断改进,追求经济与生态的优化平衡,积累了非常丰富的实践经验,形成了新的“浙江模式”。
