郑州“7·20”特大暴雨事件应急信息传播效果研究——基于“河南应急管理”微信公众号的信息发布 被引量:1

Emergency Information Communication Effect of “7·20” Heavy Rain in Zhengzhou: Based on the Information Released by “Henan Emergency Management”

摘要 新媒体时代下突发灾害事件的应急信息传播效果受到复杂多变的因素影响,以TOE理论构建信息传播效果的环境、技术和组织因素分析框架,运用定性比较分析法(fsQCA)对“河南应急管理”微信公众号关于郑州“7·20”特大暴雨事件的43条信息展开组态分析,从而探寻突发灾害事件中应急信息传播效果产生的因果关系条件,为提升应急管理部门的信息发布与传播效果提供指引和借鉴。经过研究发现,信息高浏览量的产生有头条优先型和热度优先型两种路径,而信息非高浏览量的产生主要是因为技术和环境因素与组织因素间的错位。 In the era of new media, the communication effect of sudden disaster information is affected by complex and changeable factors.The paper constructs an environment, technology and organization factor analysis framework of information communication effect based on Technology-Organization-Environment(TOE) Framework and uses the fuzzy-set Qualitative Comparative Analysis(fsQCA) to analyze 43 pieces of information about Zhengzhou “7·20” heavy rain in WeChat official account of “Henan Emergency Management”, so as to explore the causal relationship of sudden disasters information communication effect and provide guidance and reference for improving the information release and communication effect of emergency management departments. It is found that there are two ways to produce high page views of information: headline priority and heat priority, while non-high page views of information are mainly caused by the dislocation between technical and environmental factors and organizational factors.
