教育治理体系下落实“双减”政策:价值内涵、行动逻辑与运作机制 被引量:16

摘要 推动教育治理体系和治理能力现代化对落实“双减”政策具有重要作用,应将落实“双减”政策各项工作融入现代化教育治理体系改革发展进程中,以其为撬动点推进基础教育治理。落实“双减”政策深刻彰显了教育发展与改革要坚持以马克思主义教育观为思想统领、以社会主义办学方向为根本遵循、以立德树人为根本任务、以人民为中心的发展理念等价值内涵。在教育治理体系下以政府元治、学校自治、家庭参治、社会辅治四大行动逻辑为指导,构建以推进基础教育高质量发展为治理目标导向、多元主体融合共生协同治理、厉行法治明确主体权责规范共治、以评价机制为泵机检验治理成效的运作机制,确保“双减”政策有效落实,从而实现基础教育高质量发展。 The modernization of education governance system and governance capacity plays an important role in the implementation of the“double reduction”policy,and the implementation of the“double reduction”should be integrated into the reform and development process of the modernized education governance system as a prying point to effectively promote the governance of basic education.The implementation of the“double reduction”policy profoundly highlights the value of education development and reform to take the Marxist concept of education as the ideological leadership,and adhere to the socialist direction of schooling as the fundamental guideline,to establish moral education as the fundamental task,the people-centered development concept and other values.Under the education governance system,the four action logics of governmental meta-governance,school autonomy,family participation and social support are used as guidance to build a system that promotes high-quality development of basic education.The goal of governance is to promote the high-quality development of basic education,the integration and symbiosis of multiple subjects to coordinate governance,the rule of law to clarify the rights and responsibilities of the subjects to regulate the common governance,and the evaluation mechanism to test the effectiveness of governance.The operation mechanism of testing the effectiveness of governance with the evaluation mechanism ensures the effective implementation of the“double reduction”policy,so as to achieve the high-quality development of basic education.
