摘要
自20世纪90年代以来,中央及地方政府相继颁布了一系列提升工业用地效率的政策,但政策的实施效果,以及工业用地效率变化与提效政策演进的关联机制需要进一步研究。本文以济南市为例,首先,从政策主题、颁布时序和年度效力三方面梳理1997—2018年济南市工业用地提效政策演进特征,划分政策阶段和关键节点。其次,通过super-SBM模型测算1999—2018年济南市工业用地综合效率,以检验相关政策的实施效果,发现其呈现“M形”波动上升趋势;进一步测算规模效率、纯技术效率和投入冗余率,以细化综合效率变化原因。最后,证实工业用地综合效率与提效政策累计政策效力有显著的正相关性,其关联性体现在效率变化的阶段响应性和政策制定的问题导向性,在此基础上总结两者的关联机制。
Since the 1990s,the central and local governments have issued a series of policies to improve industrial land efficiency,but further studies should be made on the effect of the policies as well as the correlation mechanism between the change of industrial land efficiency and the evolution of efficiency improvement policies.Therefore,this paper makes a case study on Jinan step by step.First,it summarizes the evolution characteristics of industrial land efficiency improvement policies in Jinan city from 1997 to 2018 from three aspects of policy theme,promulgation sequence and annual effectiveness so as to divide policy stages and key nodes.Next,the super-SBM model is used to measure the comprehensive efficiency of industrial land use in Jinan from 1999 to 2018 so as to test the implementation effect of relevant policies,and it is found that it shows an“M-shaped”fluctuation with upward trend.Then,scale efficiency,pure technical efficiency and input redundancy rate are measured to refine the reasons for the change of comprehensive efficiency.Finally,it is confirmed that there is significant positive correlation between the comprehensive efficiency of industrial land use and the cumulative policy effectiveness of relevant policies.The correlation is reflected in the staged responsiveness of efficiency change and problem-oriented policy making.
