政策规制、价值激励与行为感知——上海社区居民参与生活垃圾分类的影响因素

Policy regulation,value incentives and behavior perception:influencing factors of Shanghai community residents’participation in domestic waste classification

本文以上海市社区居民为例,采用问卷调查法与半结构化访谈法相结合的研究方式,将抽样选取的上海市社区居民及相关生活垃圾分类的管理人员作为调研对象,开展实证研究,从而探索上海社区居民参与生活垃圾分类的影响因素。研究认为:政策规制、价值激励、行为感知三因素显著影响上海社区居民实际生活垃圾分类行为。建议有关部门深化政策规制、完善激励机制、加强基础设施建设,并积极营造“全民参与”的生活垃圾分类氛围,从而实现对社会公众的正向引导,同时努力消减负面感知因素在分类过程中的影响,最终推动相关治理工作取得新进展。

The paper takes Shanghai community residents as example,by the combination of questionnaire survey method and semi-structured interview method,selects Shanghai community residents and related domestic waste classification managers as the survey objects,and conducts empirical research for exploring the influencing factors of Shanghai community residents’participation in domestic waste classification.It is concluded that the three factors of policy regulation,value incentives,and behavior perception are closely related to the participation of residents of Shanghai community in domestic waste classification,and significantly affect their actual domestic waste classification behavior.Accordingly,relevant governments should deepen policy regulations,improve incentive mechanisms,strengthen infrastructure construction,and actively create an atmosphere of“all-people participation”household waste classification,so as to achieve positive guidance to the public,and at the same time strive to reduce negative perception factors in classification in order to promote the relevant governance work to make new progress.
